What will you need to get an ePermit?
- A valid email address for registration and correspondence purposes.
- A credit card for payment (Visa, Master Card, American Express, and Discover).
- Access to a printer (to print a PDF of the approved permit to post on the job site).
- Project Location PID or Address Verification: For Building, Plumbing, Mechanical, Zoning and Ag permits, verify the project is located within one of the following Scott County Minnesota Townships (Scott County GIS Link)
- Blakeley, Belle Plaine, Cedar Lake, Helena, Jackson, Louisville, New Market, Sand Creek, Spring Lake, St. Lawrence.
What is the ePermit process? Five simple steps!
- Register as a user (you only need to do this once).
- Apply for a permit.
- The permit review will be conducted by all applicable departments
- Pay for the permit on the Portal.
- Print out the permit card for posting on the project site.

- Accessory Dwelling Unit

County Zoning ordinance regulates the height, size, and location of accessory dwellings and dwelling units. Prior to applying for permit, contact Scott County Planning and Zoning to review parcel specific requirements. Planning and Zoning phone 952-496-8653 or planning@co.scott.mn.us
MN State Building Codes regulates the design, construction, alteration, repairs and demolition of structures. Review all applicable information and handouts prior to applying for permits.
New Accessory Dwellings and 1 and 2 Family Dwelling permits are all-inclusive with plumbing, mechanical and sewer or septic permits (select septic or sewer in ePermit)
Sub-contractors will be listed on the Contact and Contractor form and uploaded into the ePermit application.
Electrical permits shall be obtained by the installing contractor through MN Department of Labor and Industry Electrical Division.

Required Submittals - Documents required to be uploaded into ePermit portal at the time of application. Applications with incomplete submittals will be rejected and delayed. Project address shall be displayed on all submittal documents, forms and drawings. Applications with incomplete submittals will be delayed.
All documents must be flattened, scanned or printed and unlocked in pdf format. Open fillable forms or documents with open control points cannot be accepted.
- Township Approval Form (PDF) - Use form to determine if township approval is required for project location. Submit completed form with township approval signature if applicable. Do not upload if not required.
- New Home Checklist (PDF) - Initial each item indicating the document is being included in submittals and upload signed checklist
- Contact & Contractors Form - (PDF) - To complete form, type or print neatly. Upload completed contact and contractor form as applicable for your project. Contacts and sub-contractors listed will be notified of permit.
- Site Plan – must include the following:
- Location and size of proposed building, other structures, property lines, septic tanks, septic drain field, well and any wetlands
- Location of any gas, plumbing, or electrical piping in the vicinity of construction
- Distances from the proposed building to all other structures, property lines, and utilities
- Grade and proposed building elevations
- Building Plans – Per MN Rules 1300, plans shall be dimensioned and drawn upon suitable material. Complete set of plans including structural and braced wall design, floor layout, cross sections, elevations, and energy. Plans shall be uploaded as one multipage complete set (not individual sheets), individual sheet uploads will not be accepted. Plan sheets shall only be separated if larger than 50 MB. The following details shall be identified on all Accessory Dwelling Unit plans
- All dimensions and elevations, rooms shall be labeled, unfinished areas shall be labeled as such
- Footing and foundations sizes (width and height at all locations) with all reinforcing bar placement details on foundation sheet. If foundation information is provided on separate submittal, plans shall reference the document the foundation design details can be found on. Include the corresponding document sheet/page number at each foundation wall section as applicable.
- All header and beam sizes shall be shown on plans. If provided on separate submittal, plans shall reference the document the header and beam sizes are provided on. Include the corresponding document sheet/page number at each header or beam location.
- Wall bracing design shall be in accordance with R602.10 or by licensed structural engineer - shall include property wind exposure category per R301.2.1.4, locations braced wall lines, size/location of panels, method of bracing and calculations.
- When unique design methods are being used, it is best to include as much information as possible on the plans
- Include all energy code details on plans
- Truss Specifications - Roof and Floor Layouts and specification sheets. Please upload as on complete pdf file.
- Energy Code Compliance Certificate (PDF)
- Lighting Schedule (PDF) - May be a deferred submittal, but must be received and approved prior to scheduling final inspection
- Erosion and Sediment Control Agreement (PDF) - Complete Erosion & Sediment Control General Notes for Building Permits form, Signed Building Permit Erosion & Sediment Control (ESC) Escrow Agreement form.
- Erosion and Sediment Control Plans must include the following details: survey or other accurately- scaled drawing showing the location of the proposed structure, direction of water flow, location of perimeter control, how the site will be permanently stabilized and other requirements that are on the Erosion Control Agreement. For new structures, also include: low floor elevations, limits of grading / construction area, and location of rock entrance. Questions regarding erosion and sediment control designs and requirements shall be directed to Scott Soil and Water Conservation District at: https://www.scottswcd.org/
- Septic Design - consist of: Septic Application (PDF) , Site plan/drawing, design sheets, elevations, soil logs, perc tests, and signed management plan. For septic related questions, contact Scott County Environmental Services https://www.scottcountymn.gov/491/Environmental-Services
- Sewer and / or Water Main layout site plan and material specs – REQUIRED if not septic system - when connecting to community, municipal, or existing septic system not regulated by municipality.
- Driveway Permit - For driveways off a County road, refer to the Scott County Driveway Permit link click here to access information regarding requirements for County Driveway Permits. Scott County does not permit for the State or Township, only the County. Please refer to the State and Townships regarding state or township roads.
Optional Submittals, if applicable
- Engineered Design - Engineered design shall be submitted if construction cannot be verified by the minimum prescriptive requirements of the 2015 Minnesota Building Code. An engineered design must be sealed by a structural engineer licensed in the State of Minnesota. If engineered design all part of building plans, upload in to Building Plans.
- Specifications - Provide product installation specifications if any materials or fasteners require specific manufacturers’ specifications for installation.

- Special Inspection Form (PDF) - This form must be filled out in entirety and signed by project participants as applicable. Application acceptance will not occur without completed form. Special Inspections shall comply with the MN Building Code. Please see Chapter 17 Section 1704 The special inspector can be an approved qualified third party agency or the registered design professional in responsible charge and engineers of record involved in the design of the project are permitted to act as the approved agency and their personnel are permitted to act as the special inspector for the work designed by them, provided they qualify as special inspectors.
- Survey/Detail Site Plans - A Certificate of Survey is required for new commercial construction.
- Civil Plans - Required for commercial construction.
- Building Plans– MN Rule 1800.5200 requires construction plans and documents prepared and certified by a MN Licensed Architect and/or Engineer. Plans shall be uploaded as one multipage complete set (not individual sheets). Plan sheets shall only be separated if larger than 50 MB. Individual sheet uploads will not be accepted.
- All of the following applicable plans shall be included in one submittal document:
- Code Record
- Architectural
- Structural
- Fire and Life Safety
- Mechanical
- Electrical

- Engineered Design - Engineered design shall be submitted if construction cannot be verified by the minimum prescriptive requirements of the Minnesota Building Code. The design must be sealed by a structural engineer licensed in the State of Minnesota.
- Building Energy Compliance – Provide compliance forms for Building Envelope, HVAC, Service Water Heating, and Electrical. All aspects of the building shall follow the same energy path. Either Minnesota Energy code or ASHRAE 90.1
- Specifications - Shall include product installation details not already addressed in the engineered design.
- Erosion and Sediment Control Plan and Agreement (PDF) - Previously approved grading agreement and plan or complete Erosion & Sediment Control General Notes for Building Permits form and signed Building Permit Erosion & Sediment Control (ESC) Escrow Agreement form.
- Erosion and Sediment Control Plans - Previously approved grading plan. If none exists, then survey or other accurately- scaled drawing showing the location of the proposed structure, direction of water flow, location of perimeter control, how the site will be permanently stabilized and other requirements that are on the Erosion Control Agreement. The property owner occupying the dwelling may obtain the plumbing, sewer and mechanical permit if they are completing the installations. If the work is not being completed by the occupying property owner, plumbing and mechanical permits shall be applied for by the MN Licensed Plumbing contractor and MN Bonded Mechanical Contractor. Sewer by a MN Licensed Plumbing contractor or MN Certified Pipe Layer.
Electrical permit shall be obtained by installing contractor or installing property owner, through MN Department of Labor and Industry Electrical Division

- All room dimensions shall be shown on plans. Include all walls, doors, windows, ceiling height
- All rooms shall be labeled for the use. Areas that will remain unfinished shall be labeled accordingly
- Structural details, if structural changes proposed
- Show locations of plumbing fixtures on plans and identify if current rough in (drain, waste, vent) already exists
- Show any additional mechanical equipment locations, such as: fireplace, mini-split, A/C, or other
- If increasing the size of or adding openings to exterior or bearing walls, provide all loading and beam details in those areas including additional point load footings

Antenna Replacement (Like for Like) - A building permit is not required for antenna replacements on existing towers when the size and weight of the equipment being removed is the same as the size and weight of the equipment being reinstalled.
Antenna (Additional or Size Change) - A building permit is required for addition of antenna or equipment on existing towers where no tower modifications. This includes antenna replacement that is not the same.

- Building Plans - Structural Analysis and construction drawings, by design engineer.

Tower/Structure - A building permit is required for modifications or repairs to existing tower structures and for new towers.

- Building Plans - Structural Analysis and construction drawings, by design engineer.

Special Inspections shall comply with the MN Building Code. - Footing type, size, and location Important Note: soil loading of max 1500 psf will be assumed without geotechnical support

- All dimensions shall be identified on plans: length, width, height of deck, height of guardrail, identify any/all joist or beam cantilever

Building permits are required for the following fences:
- Fences over 7 feet in height may require engineered design.
- Fences required for safety, such as swimming pool, commercial spaces, or other safety fences.
- Retaining walls over 4 feet in height (requires engineered design).
Residential fences under 7 feet in height a permit is not required.

Ansul Systems per MBC and MMC shall be by Scott County permit.
Fire Alarm Systems per MBC shall be by Scott County permit.
All other Fire Suppression systems shall be by Fire Code Official for township area of project or MN State Fire Marshal’s Division.

Complete set of plans including structural and braced wall design, floor layout, cross sections, elevations, and energy. The following details shall be identified on all Residential 1 or 2 Family Home plans:
- All dimensions and elevations, rooms shall be labeled, unfinished areas shall be labeled as such
- Footing and foundations sizes (width and height at all locations) with all reinforcing bar placement details on foundation sheet. If foundation information is provided on separate submittal, plans shall reference the document the foundation design details can be found on. Include the corresponding document sheet/page number at each foundation wall section as applicable.
- All header and beam sizes shall be shown on plans. If provided on separate submittal, plans shall reference the document the header and beam sizes are provided on. Include the corresponding document sheet/page number at each header or beam location.
- Wall bracing design shall be in accordance with R602.10 or by licensed structural engineer - shall include property wind exposure category per R301.2.1.4, locations braced wall lines, size/location of panels, method of bracing and calculations.
- When unique design methods are being used, it is best to include as much information as possible on the plans
- Include all energy code details on plans
- Truss Specifications - Roof and Floor Layouts and specification sheets. Please upload as on complete pdf file.
- Heat Loss, Combustion Air & make-up Air Calculations (PDF) - Complete Heat loss calculations, combustion and ventilation air for upload
- Energy Code Compliance Certificate (PDF) - Type or print neatly. Must be completed in entirety
- Lighting Schedule (PDF) - May be a deferred submittal, but must be received and approved prior to scheduling final inspection
- Erosion and Sediment Control Agreement (PDF)- Complete Erosion & Sediment Control General Notes for Building Permits form, Signed Building Permit Erosion & Sediment Control (ESC) Escrow Agreement form.
- Erosion and Sediment Control Plans must include the following details: survey or other accurately- scaled drawing showing the location of the proposed structure, direction of water flow, location of perimeter control, how the site will be permanently stabilized and other requirements that are on the Erosion Control Agreement. For new structures, also include: low floor elevations, limits of grading / construction area, and location of rock entrance. - Sewer and / or Water Main layout site plan and material specs – REQUIRED if not septic system - when connecting to community, municipal, or existing septic system not regulated by municipality.

Scott County does not permit for the State or Township, only the County. Please refer to the State and Townships regarding state or township roads.

Building Sewer is the horizontal drainage piping that extends from the building to the public or private sewage or septic system. A building sewer permit shall be obtained prior to the installation or repair of any building sewer to any structure on a community, municipal, or existing septic system.
The Building Water Main Supply System is the supply piping carrying potable water in or adjacent to the building or premises. A building water main permit shall be obtained prior to the installation or repair of any exterior building water supply system.
Important Note: New Residential Dwellings (homes) shall apply for any applicable septic, sewer, or water permits inclusive with the main building permit and list the sub-contractors on the Contacts and Contractors form.
